Security 

Katrina was a devastating storm that changed life as we knew it in New Orleans and throughout the Gulf Coast.  Local resources were overwhelmed with establishing order to an area where most of the local businesses and residents were displaced.  Working in many areas required security to protect local assets and those working to restore them. 

There were numerous well documented cases where the only people left were those who stayed to take what was left.  Fuel, Generators and other resources brought in for the recovery efforts required 24 hour armed guards.
